Propositions on November Ballot?

I live in Los Angeles and am sooooo confused (and sick of) TV ads about how to vote for the Propositions. Is there a website that will tell you exactly what a YES or NO vote is getting you in plain English? Someone who is 100% neutral and just tells us the facts. Thank you.
